Dear Villaney,
We would further and state that people with disabilities need to be at the
planning stages, to be actors in planning, implementing, evaluating the
local development plans of government, to be partners with government in
ensuring people with disabilities are being included in development, and
back up with policies, plans and budgets. Realizing that people with
disabilities, and their families, can contribute, and not just benefit
from development. The local government has the responsibility, as the
duty bearer, to ensure this.
