Dear Angeline,
We won’t be able to do a test tomorrow morning before 9am.
I will suggest that we start by the video conference (you will find all the information below regarding the connection links) and please in this case, pay an high attention to the request of technical recommendation in order for the members to be able to hear you.
In case the quality of the video conference is too low, we will do a skype meeting (please note in this case, we will have to move to a smaller meeting room).
Technical recommendations:
Venue
• All doors and windows should be kept closed to avoid any noise interference and air-conditioning should be switched off if necessary.
• Blinds and curtains should be closed to avoid external light blurring out the camera.
Microphones - choosing a microphone
• Each speaker should use a unidirectional microphone (cardioid polar pattern) with muting capabilities, preferably on a gooseneck. Industry-standard discussion systems are best, but in their absence a hand-held microphone could be another possible option, if used properly.
• Omnidirectional microphones should not be used, as they pick up too much noise. Spider phones, table-top microphones and laptop microphones are examples of omnidirectional microphones that are not the best for listening.
• Telephone receivers should also NOT be used as microphones.
• The assistance of a technician before and during the videoconference is highly recommended.
Microphone use during the meeting
• Microphones MUST ALWAYS BE MUTED whenever the remote participant is not speaking. UNMUTE your microphone only when speaking. Un-muted microphones can be the single most important cause of problems during a videoconference meeting.
As an example, if a hand-held microphone is used, it should be muted after each speaker has finished and given back to the moderator, who should then hand it on to the next speaker who will un-mute it only when starting to speak.
• Speakers should talk directly into the microphone and should not turn their head from side to side while talking, as their voice will fade in and out.
• Optimal distance from the microphone while speaking varies depending upon the type of microphone, so participants should familiarize themselves with the instructions for the microphone they are using and test it before use. For example, professional conference microphones generally require the speaker to be at a distance of 30 - 50 cm, while a hand-held mobile microphone should be held at a distance of 10 cm and pointed directly at the mouth.
• Speakers should maintain a normal voice and avoid shouting.
• Speakers should avoid touching or fiddling with microphones while they are on.
• Paper shuffling when the microphone is on should be avoided to reduce background noise.
During the meeting - other points
• Mobile phones should be switched off
• Walking around during the videoconference should be avoided
• Once the VC is over, make sure to turn the link off. Otherwise, the background noise created by the open link will disturb the rest of the meeting in the conference room itself.
Image
It is necessary, to have a high-definition picture, synchronized with the sound.
Camera positioning
• Participants should look into the camera when speaking.
• The picture should be zoomed in to the degree that allows for each participant to be visible from the waist up (including hands).

I have a big request and favor to ask. We have been trying to secure a conference facility for our DPO in Vanuatu to have a pre-session with the UN CRPD Committee this Thursday (27/09), in the evening. The colleagues from Vanuatu are traveling to Fiji for this session with the UNCRPD Committee.
We have been trying the UNDP facility, but not very successful at the moment - we are still looking, hence, asking and requesting the possibility to use the UNICEF facility.
I look forward to hearing from you and anticipating a favorable response.
