Greetings from the PDF Secretariat.

Please find attached summary of issues of persons with disabilities in humanitarian situations. The purpose of this document is to serve as talking points to support DPOs in developing their messages around empowering persons with disabilities and ensuring inclusiveness and equality. The issues highlighted in the paper attached is collated from PDF's wok during TC Winston in Fiji, TC Gita in Tonga, TC Pam in Vanuatu and from other work that PDF have engaged in over the years in the humanitarian sector.

Please note in highlighting these issues to government and other humanitarian actors do support your arguments with the various international and regional commitments that our Pacific governments have committed themselves to. Please find below the list of global and regional commitments that our governments have committed to with reference to inclusive humanitarian actions:


1.       Convention on the Rights of Persons with Disabilities - Article 11

2.       Sustainable Development Goals - SDG Goal 11 and 13

3.       Sendai Framework for Disaster Risk Reduction 2015 - 2030

4.       Paris Agreement 2015

5.       Charter for Inclusion for Persons with Disabilities in Humanitarian Action

6.       Pacific Framework for the Rights of Persons with Disabilities 2016 - 2025 ( Goal 4)

7.       Framework for Resilient Development in the Pacific 2017 - 2030
