<p class="MsoNormal"><span style="font-family:"Arial",sans-serif">The Committee has launched a process of regional consultations with persons with disabilities and their representative organizations in connection with the right to live independently and be
included in the community (art 19 of the CRPD), the prevention of institutionalization of persons with disabilities and deinstitutionalization processes. </span><o:p></o:p></p>

<p class="MsoNormal"><span style="font-family:"Arial",sans-serif">Given the negative impacts and risks on persons with disabilities caused by the COVID-19 pandemic and the response measures by States , the Committee seeks to<span style="color:black"> provide
opportunities for persons with disabilities, notably those who are particularly marginalised and in institutions, to voice their experiences, opinions, and proposals, with a view to prepare a first
<b>draft Guidelines on Deinstitutionalization</b>, including in emergency situations.</span></span><o:p></o:p></p>
