I'm writing to share a new short guide for disability advocates who are interested in disability inclusion within Official Development Assistance (ODA / "aid").

Background: ODA spending (which amounted to 153 billion US dollars in
2019) is potentially a very important resource for realising the CRPD.
But it doesn't always live up to this potential. This year for the first time (thanks to advocacy by many people on this list!) new official data has become available. This data (commonly referred to as the 'disability DAC marker') shows how much ODA spending was reported as being disability-inclusive.
About the guide: the guide gives step-by-step advice on how to use the official ODA database; how to do basic analysis on the data; and how to recognise the limitations and strengths of the data when presenting the results. This is just a first version, designed to support advocates to access the new data in its first year. I'll be working on a revised version to be released in 2021, and would be very grateful for feedback, especially from organisations of persons with disabilities.
Accessibility note: one major weakness of the official database (created by the Organisation for Economic Cooperation and Development
- OECD) is that it is not accessible for screen-reader users. To work around this, we have reached out to web accessibility experts in the disability movement, to look into developing an alternative way for screen-reader users to access the data, outside what the OECD currently makes possible. We will include an update on this work in the next version of the guide.
