The UNICEF Pacific Multi-Country Office is seeking to engage an international consultant to develop the 10-year workplan of the Pacific Regional Council for Early Childhood Development, with a detailed and costed 2-year workplan, that will enable the council to support the advancement of ECD in the region and support the improvement of policies, programmes and services for young children and families in Pacific island countries and territories.

A key aspect of the workplan will be the council’s support to individual countries in their progressive realization of the Pasifika Call to Action on ECD (see Annex 1) and the promotion of ‘whole-of-government’ approaches to ECD.

APPLICATIONS MUST INCLUDE

Applicants must submit:

(i)    a cover letter including: a narrative explaining why they are qualified for this consultancy and dates of availability;

(ii)  financial offer (professional fee for 30 days plus travel costs for two trips to Suva, with each trip spanning 3 days);

(iii)scan of highest degrees.

(iv)  examples of previous work relevant to the consultancy.

The UNICEF Pacific Multi-country office is seeking to engage an international consultant to design a simple, practical and effective ECD workforce training programme, in close collaboration with the Guadalcanal Provincial Assembly, UNICEF and other relevant partners. This will be implemented on a pilot basis in Guadalcanal Province, with a view to it being replicated nationwide and/or across the Pacific region. ECD workers are defined here as those who interact on a regular basis with young children and families, including but not limited to early childhood education teachers, community health workers, social workers, and the police. The aim will be to build core skills and understanding for a holistic approach to the development of young children, specifically on stimulation and responsive caregiving in the first 1,000 days.
