Vanuatu Education Support Program Phase II
Expression of Interest
Background
In preparation for an upcoming request for tender for the Australian Department of Foreign Affairs and Trade (DFAT) funded Vanuatu Education Support Program Phase (VESP) II, Palladium are looking to identify a number of key education related roles, including a Team Leader, to be based full time in Vanuatu from January 2019.
The Vanuatu Education Support Program Phase II supports the Vanuatu Ministry of Education and Training (MoET), on behalf of the Australian Department of Foreign Affairs and Trade and the New Zealand Ministry of Foreign Affairs and Trade. It is expected that VESP Phase II (following on from VESP Phase I 2013-19) will support the MoET in the implementation of its corporate plan in five focus areas: training and supporting teachers to implement primary curriculum; strengthening early childhood education; engaging the community through school based management; improving infrastructure planning and management; and, improving the capacity of MoET to manage an effective, devolved education system. Phase I will be completed in January 2019 and is expected to be continued, after the retendering of the program, as Phase 2. In the past, Vanuatu Australia Awards Scholarships have been managed separately, though it is expected that they will be included in the scope of VESP II.
The Positions
Palladium are looking for appropriately qualified individuals with specific skills and experience in the following areas:
•         Senior leadership, activity planning and implementation;
•         Institutional strengthening; Teacher
•         Teacher development;
•         Policy, planning & data management;
•         Curriculum, development and delivery;
•         Monitoring, evaluation and learning;
•         Gender, social inclusion and disability;
•         Organisational management;
•         Finance, grant administration, human resources and, information technology.
The People
Successful candidates will have:
•         Degree in education or relevant development subject and significant, relevant experience in education, public policy, or social sciences, advanced degree advantageous;
•         Demonstrated understanding of basic education and the challenges and conditions for improving and sustaining quality education;
•         Experience working with DFAT or other development agencies, including in implementing DFAT’s gender and disability inclusive development strategies.
•         Sound operational management skills across all aspects of financial, contractual, budgeting, communications, logistics and administration
•         Excellent written and verbal communication skills in English (fluency in French or Bislama is desirable);
•         Sound problem solving and decision-making skills;
•         Ability to work independently and as a part of a team; and
•         Experience in the Pacific, preferably Vanuatu, will be highly desirable.
