The International Day of Persons with Disabilities is observed every year on 3 December. It aims to promote the rights and well-being of persons with disabilities in all spheres of society and development and to increase awareness of and on the situation of persons with disabilities in every aspect of political, social, economic and cultural life.



This year’s theme is “Transformation towards sustainable and resilient society for all”. Disabled Persons Organisations (DPOs) in the Pacific are commemorating the day to raise awareness on persons with disabilities’ issues and interests. These issues range from empowering persons with disabilities and their families’ to highlight the important roles they play in building a sustainable and resilient society for all, to building the capacity of duty bearers on the rights and interests of persons with disabilities in the Pacific.



Below is a highlight of the various activities happening around the Pacific to commemorate the International day of persons with disabilities.



Cook Islands National Disability Council (CINDC)

International Day of Persons with Disabilities will be celebrated on 4 December, which will be led by Cook Islands Women & Girls with Disability & the Deaf Club who are using the day to launch their five years strategic plan which is being funded by Internal Affairs through their Gender Project Funding (Australian Aid)

This event will be attended by Members of Parliament, Government Officials, persons with disabilities and service providers.

In the outer islands, Atiu will hold an evening church service on the day to celebrate the day with persons with disabilities, while other outer islands are still planning for their programs.

Vanuatu Disability Promotion and Advocacy Organisation (VDPAA)

All 6 Provinces across Vanuatu will celebrate the International Day for Persons with Disabilities through funding support from the Ministry of Justice and Community Services

In Santo, DPA will conduct their celebrations on Saturday 25th of November which is also the beginning of the 16 days of activism. The reasons for the early celebration is because some of our members will be travelling the next day to Vila to get ready for the Pacific Mini Games. The other reason is NDMO will be having it's meeting in Santo on 23 and 24 November, so it would be an opportunity to invite the Director of NDMO to give a keynote address at that time.

The following activities are also planned for the 25th:

1.      Launch of Stories of Change Book funded by Oxfam

2.      Launch of the findings after a survey done in Tanna after the TC Pam (DIDRR)

3.      Launch of a video of Women and girls with disabilities in partnership with DPA and CBM, "Title of the video is "Include Us"

Fiji Disabled People’s Organisations [Fiji Disabled People’s Federation (FDPF), Fiji Association of the Deaf (FAD), Spinal Injuries Association of Fiji (SIA), Psychiatric Survivors Association of Fiji (PSA), United Blind Persons of Fiji (UBP)]

·         Fiji DPOs will be part of the celebration at the Fiji National University (FNU) at the Samabula and USP campus respectively.

·         The DPO members enrolled in both institutions, 2 members will be speaking on the theme at the celebration in FNU

·         United Blind Persons (UBP) vision band has been invited to provide entertainment during the celebrations at FNU.

Fusi Alofa Association (FAA) - Tuvalu

·         Radio programs- panel discussion and debates on disability rights- 1st December

·         Dinner with Tuvaluan PM as chief guest on 1st December

·         Breakfast and cutting of cake, promotional march, presentations/storytelling and debates - 2 December

·         Lunch and entertainment and awards presentation- 2 December

Nuanua Ole Alofa NOLA – Samoa

·         Internship employment program from the week of the 27th of November 2017

·         Annual general meeting on the 2 December.

·         National church ceremony to mark international day on the 3rdof December 2017

·         SENESE’s fundraising concert on the 8th of December

·         Inter-debate competition for youth groups on a chosen theme on 9th December 2017

OMEKESANG – Palau

A Steering Committee consisting of government focal point and line ministries, NGOs, and community partners has been set up to plan and implement activities for December celebrations. Two main activities:


·         Friday, Dec 1, CRPD Symposium @ Ngara Chamayong Cultural Centre

·         Sunday, Dec 3, Festival/Family Day @ Palau-Japan Friendship Bridge (Koror Side)
Media coverage of these events will also take place.

Pohnpei Consumer Organisation (PCO) – FSM

Joint celebration with other International, State and Local agencies preparing for a series of upcoming events to commemorate the 16 Days Campaign Activities scheduled for November 25 to December 10 with an overall theme, Youth Building Peace: Activism for Human Rights.”   We are part of;



1.      25 Nov.  Elimination of Violence against Women Day.

2.      1 Dec.     World Aids Day

3.      3 Dec.     International Day of Persons with Disabilities

4.      9 Dec.     Human Rights Day & Migrant’s Day



*Since IDPD fall on Sunday, some youth with disabilities will attend/participate in church outreach program to sing religious songs & music in the churches.

Papua New Guinea Assembly of Disabled Persons (PNGADP)

Two of the activities being planned and being considered by the Dept. for Community Development are:

1.      Walk in my shoes - Port Moresby Governors Sunday Morning walk on 3rd  December

2.      4th December – Breakfast with stakeholders, where there will be guest speakers at the breakfast.

People With Disability Solomon Islands (PWDSI) – Solomon Islands

•                     Participate in celebrations beginning 25th November.

•                     Part of the launching of ‘SIDE BY SIDE’ on 27-29th November.

•                     Plan to hold a workshop with the electoral commission on 1st Dec (TBC).

•                     Hold a radio talkback show with the Public Solicitors on 03rd  December.

•                     Participate in other stakeholders programs from 25 November – 10 December.

Te Toa Matoa (TTM) – Kiribati

Will have a road show on the 27th - 28th Nov in promoting the rights of persons with disabilities.  TTM are targeting 6 public places to undertake their activity.



•                     On 27th November – 1 December 2017 TTM will have a radio program to promote the rights of PWDS.

•                     1 Dec TTM will have a formal celebration that all stakeholders from government and other key partners will join in celebrating.
