Women and girls often make up the majority of internally displaced and refugee populations. They are also among the most underserved and underfunded population groups affected by humanitarian crises. The year 2020 marks 25 years since the landmark Beijing Platform for Action identified the key areas where urgent action was needed to protect the rights of women and girls and facilitate their empowerment and the advancement of gender equality. Comprehensive and informed gender equality programming in humanitarian action is a key measure of realizing the Beijing Action Plan, Sustainable Development Goal 5 and the commitments set out in the Global Compact on Refugees and the Guiding Principles on Internal Displacement and the GP20 Plan of Action. Année charnière pour la mise en oeuvre de l'Objectif de développement durable 5 consacré à l'égalité entre les sexes et à l'autonomisation des femmes, l'année 2020 vient offrir à la communauté internationale et francophone l'opportunité de faire le bilan des progrès réalisés en matière d'égalité des sexes, notamment en perspective des 25 ans de la Déclaration et du Programme d'action de Beijing et des 20 ans de la résolution 1325 (2000) du Conseil de sécurité des Nations Unies sur les femmes, la paix et la sécurité. Depuis vingt ans, la Francophonie s'engage sans réserve pour l'égalité entre les femmes et les hommes, qu'elle a érigée en priorité transversale de sa programmation. Par son plaidoyer, ses capacités de mobilisation et de soutien du dialogue politique, ses concertations et partages de bonnes pratiques, ou encore par l'accompagnement technique et le renforcement de capacités, l'Organisation internationale de la Francophonie (OIF) participe quotidiennement à réduire les inégalités de genre au sein de l'espace francophone. Si elle a réussi à mobiliser un consensus francophone autour de la Déclaration et du Plan d'action francophone sur les violences faites aux femmes (2010 et 2013), mais aussi de la Déclaration et du Plan d'action francophone sur l'autonomisation économique des femmes (2015 et 2018), l'OIF a renforcé encore son engagement avec l'adoption, lors du Sommet de la Francophonie à Erevan en 2018, de la Stratégie de la Francophonie pour la promotion de l'égalité entre les femmes et les hommes, des droits et de l'autonomisation des femmes et des filles. En 2019, la Francophonie s'est enfin engagée dans le cadre de la Stratégie multipartite Egalité devant la loi pour les femmes et les filles d'ici à 2030, développée par ONU Femmes. Aujourd'hui, dans un contexte multilatéral tendu, marqué par un ralentissement des progrès en faveur des droits des femmes et des filles, et parfois même leur remise en cause, et des difficultés de financement de cet agenda, il s'agit pour la Francophonie de poursuivre la mobilisation de ses Etats et gouvernements membres, et de définir, à la lumière de son bilan et des obstacles qui ont parsemé l'action déployée, les initiatives prioritaires pour les mois et années à venir. Placée sous le signe de l'action collective, cette concertation de haut-niveau s'inscrit dans la perspective du Forum Génération Egalité, la conférence mondiale de l'ONU qui en cette année 2020, en mai à Mexico, en juillet à Paris, doit donner une nouvelle impulsion à la cause de l'égalité femmes-hommes. Sont conviés à la concertation les Ministres et chefs de délégation des Etats et gouvernements membres de l'OIF. La concertation francophone de haut niveau est un événement ouvert aux représentants des institutions et de la société civile francophones participant à la 64e Commission de la condition de la femme. L'OIF soutient la participation du Réseau francophone pour l'égalité femme-homme et du Réseau des femmes parlementaires de la Francophonie dans le cadre des travaux de la Commission de la condition de la femme.

The side event intends to discuss the recent trends in women's engagement with radical ideology in the Arab region. It is based on the regional review on the implementation of the Women, Peace, and Security (WPS) Agenda in the Arab Region undertaken by UN-ESCWA, which indicated that an increasing number of States are looking at the WPS agenda as an instrument to scale-up national responses on Preventing and Countering Violent Extremism (P/CVE). This follows alarming signs relating to the increasing engagement of women in radicalization and violent extremism, and the rise of the anti-feminist women movement in different parts of the region. This creates an overlap between the WPS agenda and frameworks relating to Counter Terrorism and P/CVE which can be used to amplify responses to both frameworks. In fact, the sixth biannual review resolution 3 of the UN's Global Counter-Terrorism strategy explicitly highlighted the important role of women in this area and urged the integration of a gender analysis on the drivers of radicalization of women to terrorism, among other areas. Globally, women have significantly less access to land ownership compared to men. Restrictions of women's land rights however do not only apply to ownership - in many countries women also have weaker tenure and housing rights, and rights to participate in decision-making on land policies, or no land rights at all. Even if the appropriate legislation is in place, women may still be excluded and marginalized in practice, a challenge that can be attributed to various barriers. These include limited enforcement of laws (e.g. around inheritance) that secure their rights; conflicting customary and formal legal systems; lack of awareness of their rights; and cultural and religious norms that infringe on their rights including in the context of ownership of land and participation governance processes. This means, for example, that while nearly a third of women globally work in agriculture, only 12 percent of agricultural land holders are women. It also means that when women have no or only limited land rights, they may lose access to family land entirely following the death of a key male relative, a divorce or similar. They also cannot make decisions over how land in their family is used. As a result, women and girls in these contexts are disproportionately at risk of living in poverty, being subjected to discrimination, violence or exclusion as well as other human rights violations. With land conflicts on the rise due to climate change, land degradation, population growth, food insecurity and rapid urbanization, to name just a few examples, women's and girls' land and property tenure rights are at risk of being eroded even further. It is therefore crucial that as we tackle the "feminization of poverty", i.e. a disproportionate percentage of women among communities considered "poor", and work to accelerate the achievement of the SDGs, securing access and control over land and property for women and girls must be a prioritized at local, municipal, city and national level. Framed around but not limited to the experience of the Global Land Tool Network, this event aims to take stock of progress in securing women's land-tenure rights globally. Speakers will draw both on successes and opportunities from their practical experiences in diverse regional contexts in rural and urban areas. Based on these experiences, we expect that the side event will lead to practical recommendations for Member States, civil society and UN agencies to accelerate their efforts to strengthen women's land-tenure rights and thus contribute to the achievement of gender equality and the empowerment of women and its contribution towards the full realization of the 2030 Agenda.

Women continue to be discriminated across all areas of life: education, health care, labour market or public and political life. Foreign policy is no exception. Around the world, people claim rights and resolve disputes and grievances through a range of justice mechanisms. In many settings, however, it is estimated that 80-90% of disputes are dealt with outside the formal courts. Women, among others, often resort to customary and informal justice systems to resolve their concerns, such as those related to family obligations, inheritance, divorce, property rights, access to land and natural resources, and even protection from violence. There have been growing discussions within the justice and development sectors to increase engagement with customary and informal justice systems to deliver justice for all. However, despite their perceived advantages, many CIJs often perpetuate patriarchal values, reflect male-dominated structures and produce discriminatory and harmful outcomes for women and girls. These challenges call for a better understanding of and engagement with such systems, by placing women?s issues and concerns at the center of discussions on policy directions and entry points for engagement. The event will provide space for an open discussion on challenges and opportunities for engagement with CIJs. Resource persons and participants will reflect on ways in which to enhance women's justice experiences with CIJ systems, looking at best practices and promising entry points.

The event will explore the new manifestations of technology-driven sexual exploitation and gender-based violence, as well as the impact of new technologies on human trafficking and the sex trade. The panel will particularly discuss the gendered nature of online violence and abuse, focusing on policy proposals and solutions on the national and the international levels. Thus, it will aim at promoting exchange of information and views among member states, international experts, law enforcement, software developers and civil society on opportunities created by the use of technology to combat trafficking in human beings around the world. The event aims at highlighting the challenges and dangers for women and girls posed by the criminal usage of the internet, in particular sexual exploitation and trafficking in human beings. Also, raising awareness about the approaches and promising practices being implemented by states, the private sector and civil society to tackle vulnerabilities of women and in particular children in relation to cyber space. The objective is to foster engagement on the topic and to strengthen multilateral and cross-sectoral approaches in order to formulate efficient policies and measures aiming to prevent sexual exploitation and gender-based violence on the internet and to address long-term consequences for survivors of trafficking and sexual exploitation by effective utilization of technology.

>From the mechanization of the printing process to the emergence of the Internet and the rise of AI more recently - each of these and related developments, firmly rooted in technological innovation, has left its mark on the job market. The evolving relationship between work and digital technology has resulted in new career paths, such as those pertaining to data science, AI and Cloud computing, as well as the decline of long existing ones. The notion of 'being employed' itself is being progressively redefined too. Today's gig economy, platform capitalism, automation of labor, the rise of freelancing and monetization of online content creation as a source of income, among other, cultivate new understandings of what it means to be 'employed', and shift the work culture from once dominant nine-to-five to manifold new modes. As we move further into the Digital Age, it is becoming more and more crucial to ensure that women and men are equally represented within newly emerged ICT- centered occupations. After all, careers in the digital technology sector will eventually dominate the job market. Yet, data from the latest Global Gender Gap Report suggests that women remain severely under-represented. For instance, only 12% of those involved in Cloud computing are women, 15% of engineers are female, while women form 26% of the data and AI sector. Hence, it is crucial to take urgent action towards prioritizing equal opportunities for all groups to have the necessary educational opportunities, skills and motivations to engage and succeed in the ever- changing, but progressively technology-saturated professional environment. The causes of this imbalance stem from social norms and values cultivated in childhood and adolescence. Most of these formative years are spent at educational institutions, and therefore that is where efforts should principally be directed. To what extent do current school and university curricula reflect the needs of the future labor market? How do we ensure that girls develop interest in pursuing careers in STEM? What is the responsibility of the public and private sector in this regard? Addressing these questions and working on sustainable solutions should be a collective action which unites governments, educational institutions and technology companies in the pursuit of one goal: to prepare the next generation of professionals for the digital technology - saturated society of tomorrow, where women and men are equally represented as its designers and active members.

"Women and Poverty" has been our constant concern. Equal Pay Day (May 13 as of 2019 in Japan) is crawling forward but women still have to work more than one hundred-thirty days to earn as much as men. According to Japanese government statistics, 11.37 million women are employed as regular (full-time) workers and 14.51 million on irregular (part-time, dispatched, temporary and short-term contracts ) basis. 68.4% of irregularly employed workers are women. As "equal pay for equal work" policy is yet to be implemented nationally, this discrepancy in employment forms appears to explain the discrepancy in our wages, but is academically strongly contested. Furthermore, opinion polls suggest that women willingly choose irregular forms of employment, because they are obliged to fulfill the "social" expectation of "her" daily and generational reproductive functions . . . with only emotional rewards. In other words, women are discouraged to be taxpayers in their own right. In the end, most women are left with a small amount of pension, as a surviving spouse or as an employee with less than enough lifetime income at the end of her day. Is "aged and poor" inevitable in rapidly aging society? Shouldn't women contribute to our society as policy-makers as well as taxpayers? Is unpaid work inevitably women's work? This might be the time to think seriously about "basic income" guarantee and other safety nets for our old age. It is never too late to overcome our unconscious gender bias.

BACKGROUND Despite the benefits, the Fourth Industrial Revolution (4IR) has generated concern regarding the perpetuation of gender-biased products and technology, as well as significant job losses in manufacturing, especially for women as they are disproportionately engaged in routine activities assumed to be replaced by machines and technology. Unease about what the adoption of such new technologies could mean for gender equality around the globe has been growing, yet research on the relationship between the two is still very scarce and inconclusive, largely due to the novelty of 4IR technology and the low penetration of digitalization worldwide. While it is too early to propose an answer to the question of what the Fourth Industrial Revolution will mean for gender inequality and the employment of women in industry, it is clear that gender-responsive industrial policies will have to be adopted to ensure gender inequalities will not be reinforced. The lack of current research on the topic underscores the necessity to explore this issue further and initiate the debate for evidence-based policy advice in this field. OBJECTIVE The side-event has the objective of discussing how digitalization, the automatization of production, technological advances and innovation in the industrial sector present both challenges and opportunities to advance gender equality in the industry of the future; and the role of gender-responsive industrial policies to ensure that the Fourth Industrial Revolution can be inclusive of those who have been left behind in the past. KEY MESSAGES The future of inclusive industry will depend largely on how 4IR addresses current gender inequalities. To harness the full potential of future industrial practices to promote gender equality, targeted gender-responsive actions, policies and investments are essential. Industrial policies and development programmes should shape, operationalize and define an inclusive industrial future by i.e. redressing the gender digital divide, particularly in engineering and in information and communications technology, and by promoting technology-driven, innovative solutions to systemic barriers faced by women and girls to lead, participate in and benefit from industrial development. UNIDO wants to partner with governments, academia, civil society and the private sector to build a research project around this topic so as to allow for more evidence-based policy recommendations and more targeted investments that will help advance gender equality through the Fourth Industrial Revolution.

The overarching objective of the side event is to provide African women and girls a platform to strategize on ways to further leverage their voices and agency in driving transformative action to advance gender equality and the empowerment of women to deliver on sustainable development and silencing the guns in Africa. Specifically, the event aims to: (i) Raise awareness about key global and continental political decisions with implications for gender equality and the empowerment of women and girls in Africa in 2020 and beyond. (ii) Facilitate exchange of ideas and experiences on innovative, transformative and forward-looking approaches for promoting gender equality and empowering women and girls as a priority to delivering on the SDGs and silencing the guns in Africa. (iii) Exchange on opportunities and standards for promoting financial and economic inclusion and reducing climate-related vulnerability and insecurity for African women and girls.

ACCELERATING WOMEN'S ECONOMIC EMPOWERMENT IN LATIN AMERICA AND THE CARIBBEAN

Building on the OECD Development Centre's Social Institutions and Gender Index (SIGI), the regional report examines the discriminatory legislations and social norms that are affecting gender equality in Latin American and Caribbean countries. The report aims to provide an assessment of discriminatory social institutions at the sub-regional level - Caribbean, Central America and South America. The report offers in-depth analysis of gender discrimination identifying areas of progress and remaining challenges, as well as evidence-based policy recommendations and good practices. The analysis will include correlations between SIGI 2019 results and the main areas of women's economic empowerment and examine the costs of discriminatory social institutions for economic growth and well-being. The OECD is working closely with regional technical partners, notably UN-ECLAC and its network of national statistical agencies, to support national technical capacity on gender statistics; and to promote concrete policy actions and engage with interested national partners through policy dialogue in the LAC region. The SIGI regional report for LAC will shed light on: - Discriminatory laws that deny women's access to land, decent work and financial resources; - Discriminatory customary practices in ownership, or decision-making over household property and other assets; and - Attitudes towards women's formal work. This high-level side event provides an opportunity to present the preliminary findings and policy implications with policy makers and key stakeholders and to discuss transformative policy options for the region. **This event is open to holders of UN Grounds Passes only**
