Dear Board Members, Office Managers, DPO Colleagues & Friends,

A very good morning from Suva, it’s a beautiful bright sunny morning. I hope my email finds you all in good health and in spirit.

The PDF secretariat re-open office this morning with ALL staff returning to work before we finish off the year.

TC Yasa has gone leaving hundreds and thousands of families without a home, their home completely destroyed and or damaged and needing rebuilding. We thank God that none of us (staff) was affected and our families are all safe and well after the cyclone. However, some of us, have families either in the island or village who are picking up the pieces to rebuild their homes and lives just a few days away from Christmas.

We would like to sincerely thank you ALL for the support, in prayers, in thoughts and the moral support showed here in the last 5 days.

The secretariat will continue to work and support the Fiji DPOs to reach their members who are affected and ensure response and rebuilding efforts are truly inclusive, accessible and will be sustainable for persons with disabilities and their families in the coming weeks and months. The secretariat will continue to support and reach out to DPOs, especially in Niue, Tonga and Samoa who also experienced the impact of TC Yasa and TC Zazu.

We thanked the PERU/Humanitarian and Response Team (Kata, Simi, Sai) for the great work and sacrifice in the last 5 days to ensure that the Fiji Disability EOC was well supported.

May I take this time to wish each one of you a very MERRY CHRISTMAS & A PROSPEROUS NEW YEAR.

A very good afternoon from Suva. Trust my email find you all in good health.

As we continue to go through the week with TC Yasa and TC Zazu, plus the adverse weather experienced in our other islands, we thanked the Humanitarian Team at the PDF secretariat for coordinating and working closely with the Fiji Disability EOC, sharing vital information and updates that comes through from the Fiji National Disaster Management Office. As of last evening and this morning, TC Yasa continue to batter the islands in the path of the cyclone. As of this morning, families are left homeless, crops and animals destroyed and damaged as TC Yasa ravage through the islands last night. A community was only left with their church standing where the villages took shelter in last night.
We pray and hope that persons with disabilities are safe wherever they are in these affected communities.

Updates from across the islands.

  1.  Fiji

  *   There is still a nation -wide curfew in place today from 5pm – 6am for Vanua Levu (this is where TC Yasa wreak havoc with damages to communities) and 8pm – 4am for the rest of Fiji.
  *   From tomorrow, nation wide curfew from 11pm – 4am
  *   Public transport (buses) will resume operations tomorrow
  *   Businesses and shops will resume business as well tomorrow.
  *   However, ‘State of Natural Disaster’ remains
  *   Across the main island in Fiji, there is flooding in the western division and parts of the central division. Suva is not flooded.
  *   Parts of Fiji are without water and electricity
  *   Schools have been closed since yesterday, as the end of the school year.
  *   TC Yasa is still moving the Southern part of Fiji through remote islands.
  *   TC Yasa is expected to exit Fiji in the next 48 hours.

Update from the Fiji Disability EOC provided via the PDF PERU Team
HIGHLIGHTS

  *   Some persons with disabilities have evacuated to their nearest evacuation center
  *   Some persons with disabilities are staying at their homes, friend’s home and accessible community buildings for accessibility purpose.
  *   6 females and 19 males’ member of the Psychiatric Survivors Association (PSA) from the street of Suva have been evacuated to St Marcellin Primary School and St Vincent Home
  *   PSA have provided dinner on 16/12, breakfast, lunch and dinner on 17/12 for the members that are currently in the evacuation center. However, further resources needed to sustain this support.
  *   Referrals have been made to various divisional EOC’s for support to evacuate and move persons with disabilities to the evacuation centers.
  *   Communication to our branch in Vuya Bua, Yasawa and Lautoka at the moment have not been established yet.
  *   Fiji TV one of the two national broadcaster have engaged sign language interpreters in 12-hour shift to Interpret News at 6.00hrs and 1800hrs is one hour and 0900am, 1200 and 1500hrs are updates
  *   All daily conference of the NDMO is Interpreted in sign language at 12.30pm
Emergency Operation Center
·         the FDPF and the National Council for Persons with Disabilities have activated the Disability Emergency Operation Centre at Brown Street the disability headquarters in Fiji. The EOC will facilitate sharing of information from persons with disabilities on the ground to the NDMO and also from NDMO to them.
·         All 14 Sub-national DRR Resource Team members across the 14 branches in Fiji are activated and they are the current focal points that is feeding information through to the disability EOC.
·         All National DRR Resource Team members and national volunteers are currently mobilised in teams of 8 that are rotated in shifts within the EOC and to attend the different cluster meetings.
·         The EOC also facilitate Communication, Information Management and Cluster Coordination and mobilisation the National Resource Teams.
·         At the moment two sit rep have already been released from the EOC.
Coordination and Cluster Meetings
·         Currently teams have been mobilised to participate in the Protection Cluster, Shelter Cluster, Communication Cluster and WASH Cluster.
·         National DRR Resource Team the original 10 members are currently mobilised to participate in the Cluster meetings

  1.  Samoa

  *   Massive flooding in Samoa, especially around Apia, received through social media platforms
  *   Hope all our persons with disabilities in Samoa are safe with their families.

  1.  Tuvalu  - update received from Fusialofa

     *   Max gust of 30 during squalls from north to northwest, sustain winds of 15 to 25
     *   Niulakita between Tuvalu n Fiji similar condition n a swell of 5 to 6 metres

  *   Overall, all ok in Tuvalu

  1.  Tonga

  *   DPOs have activated their response plan
  *   Most likely TC Yasa is heading towards Tonga after it exit Fiji in the next 48 hours.

We pray for safe keeping as TC Yasa moves away from Fiji in the next 48hours and could be heading towards Tonga.

The secretariat has been monitoring through various weather channel and news feed on development around the region as well as providing direct support to our Disability Emergency Operation Centre at the National Council of Disabled Persons Complex where the Fiji DPOs offices are located.

Update from around the islands experiencing TC Yasa and TC Zazu cyclone and adverse weather.

  1.  Fiji

The Fijian Government has declared #TCYasa as a ‘State of Natural Disaster’ for the next 30days.

Tropical Cyclone #Yasa a category 5 cyclone is expected to make landfall this evening/tonight over coastal parts of Fiji up in the northern parts of Fiji. A hurricane warning remains in force over the Fiji group. Fiji issued with hurricane warning, gale warning, storm surges and damaging heavy swells, heavy rain, severe flood warning, flash flood alert over various parts over Fiji.

TC Yasa is expected to impact 55% of Fiji’s population, particularly coastal communities.

The Disability Emergency Operation Centre is in full operation with the PERU team providing direct support that feed and share data and information of persons with disabilities directly to the Fiji National Disaster Management Office.

There is a nation-wide curfew now from 4pm Thursday afternoon to 6am Friday morning.

Parts of Fiji are without water and power.

All DPO Offices and the PDF Office are closed until further notice.

  1.  Niue

An update received from a colleague/friend on the ground at mid-day today that TC Zazu has moved pass Niue and the island was on clean up mode

  1.  Tonga

The Tongan DPOs and the umbrella NGO, Civil Society Forum of Tonga are in planning for their way forward.

  1.  Marshall Island/Majuro/FSM (Yap/Chuck)/Palau – update as of midday today from U.S government web resource and services.

Widespread rain and thunderstorm experienced across these group of islands

  1.  Palau

The National Emergency Management Office (NEMO Palau) has issued a Small Craft Advisory to all boaters in the Republic of Palau. Water conditions are rough and all are advised to take precautionary measures and observe all marine safety regulations

Rainy greetings from Suva. I trust my email find you all in good health along with your families and members.

This email serves as a general update to all of us in regards to the two tropical cyclone mentioned above, circling our waters and expected to hit some of us very soon. Some of us may not be affected and not in the direct path of the cyclone, while others are preparing and bracing themselves for the worst.

As per the communication yesterday, here is an update with the latest for both cyclone.

TC Yasa

  *   As of 5am this morning, TC Yasa has intensified to a category 5 cyclone.
  *   TC Yasa is expected to hit the western side of Fiji tomorrow afternoon, that is the from the Yasawa group of islands and will reach Suva by Friday morning.
  *   It is expected that the cyclone will impact 55% of Fiji’s population
  *   Today, the EoC at the Fiji DPO complex was activated with the DPOs and Council secretariat organised into 3 teams of 8 to begin a 12 hour shift, starting at 7pm Fiji time today. The shift is on a rotational basis until Sunday evening, of which the situation will be assessed.

TC Zazu

  *   Has intensified to a category 2 cyclone.
  *   Is expected to  impact Tonga, but most of all Niue
  *   It is expected that TC Zazu will hit Niue in the next 12 – 14hours.
  *   We have received visual image/photos of the situation on the ground.

The PDF secretariat, in particular, the PERU team (Manager, Regional Coordinator DRR, Regional Coordinator Climate Change) along with the Director Operations has formed the response team from PDF. Communications established via email and groups set up via social media for the following countries:

  *   Tuvalu and Kiribati
  *   Tonga
  *   Niue
  *   Fiji, Solomon Island, Vanuatu, PNG and Timor
  *   And the others to be set-up as well

The Secretariat continue to attend cluster meetings at the regional level to give an update from the Disability group and share information as well.

For those of us in the direct path of the cyclone – Fiji, Niue, Tonga, please take heed of your National Disaster Management Office advise and the weather bulletins issued. For the rest of us who may be affected one way of the other, please take note of your national weather bulletins and updates. Let’s all take extra precaution and ensure the safety of our families and members.

Dear DPO Ofice Managers & PDF Board Members, Colleagues & Friends,

Warm Suva greeting from your secretariat and trust my email find you in good health with your team in the office as well as your families and members.

This email serves as an advisory and information on the above subject and a general pre-cautionary measure to all of us.

There are two cyclone roaming or circling our waters/ocean, i.e. TC Yasa and TC Zazu. Some of us/country will be in the direct path of either one of the cyclone or both cyclones. We urge you to listen in to your weather forecast, warnings etc  by your local radio stations and adhere to your Disaster Management Office’s advisories.  Those of us who are directly in the path of the cyclone plus the others who may be affected – Fiji, Tonga, Cook Island, Niue, Tuvalu, Samoa, Vanuatu and Solomon Island – we all must be in the preparedness mode and take heed of warning and be prepared.

If all our Office Managers can reach out to your members if it’s not done already.

Fiji is bracing itself for a category 5 cyclone-TC Yasa which is intensifying to a category by Thursday/Friday this week.
