Accessibility Standards Consultant

 

Project: Pacific Regional Disability Accessibility Standards & Enforcement
Guidelines for the Built Environment, Transport, and Information &
Communications

 

This is a joint initiative between PIFS and PDF under the Pacific Regional
Framework for Persons with Disabilities (PFRPD).  

The main purpose of this Consultancy is to:

*       Develop the Pacific Regional Disability Accessibility Standards and
Enforcement Guidelines for the Built Environment.  The intention is for
these Standards and Guidelines to be utilised as a reference by Pacific
countries to guide the development of national standards and guidelines or
used in the absence of national standard guidelines. 

 

The standards and guidelines will inform the development of a broader
framework for the enforcement of accessibility standards in the Pacific, and
the future development of accessibility standards that apply to transport
and information, communications and technology (ICT).

Objectives:

 

*       Identification of examples of best practice accessibility standards
relating to the built environment, transport and information and
communications (including ICT) appropriate for further adaptation and
contextualisation for Pacific Island Countries. 

 

*       Development of accessibility standards for the built environment
relevant to Pacific context in consultation with DPOs and key national
stakeholders that can be used as a benchmark for national adaptation.

 

*       Development of guidelines to support national governments in
implementing and enforcing accessibility standards for the built environment
and establishing enforcement mechanisms.

 

Timeline- 40-45 working days (Monday - Friday) between 30 September 2020 and
30 March 2021.

 

Designated Office- Home Based/virtual 

 

Key Deliverables

The Accessibility Standards Consultant is expected to produce two key
outputs at the end of the Consultancy:  

      i.         Report on the Consultancy 

    ii.         Validated and finalised Pacific Regional Disability
Accessibility Standards and Enforcement Guidelines for the Built
Environment.  

In the course of the Consultancy, the following actions are expected to
deliver the key outputs: 

-       Develop the initial set of standards and guidelines for national
enforcement mechanisms related to the built environment including best
practice examples globally and within the Pacific. 

-       Work with a team of review panel

-       Develop the plan and facilitate validation workshop(s) with key
relevant stakeholders (national and regional)  

-       Revise and finalize the Accessibility standards and guidelines 

-       Work collaboratively with the assigned PDF Officer and a small team
of persons with diverse disabilities

-       Report directly to a Project management team consisting of PDF and
PIFS.

-       Other deliverables as required and agreed to with the Project
Management team.  

 

EOIs welcomed from individual consultants or a team of consultancies with
experience and expertise in the fields specified.  

 

 

Qualifications:

Degree/ Postgraduate in: 

*             Architecture, planning, urban design, engineering, or related
field; or

*             Public policy and law

 

Knowledge and Experience:

*	Technical expertise and at least 5  years in developing universal
design and accessibility standards for built environment, 
*	Understanding of the Convention on Rights of Persons with
Disabilities, in particular Article 9 and its linkages with other Articles
of the Convention
*	Experience working with government in policy planning and/or
implementation
*	Experience working with organisations of people with disabilities
*	Experience working in the Pacific region
*	Understanding of and experience in universal design and
accessibility standards related to transport and/or information and
communications would also be desirable

      i.         EOI Proposal of a maximum of 5 pages detailing approach and
plan, and indicative budget for the consultancy.  The Proposal needs to
outline relevant experience as outline in the "Knowledge and Experience"
section above.  

  

    ii.         CV (of all individuals if a team application) including the
names and contact details of 3 professional referees.
